Justin Britt
With 15+ years of experience, Mr. Britt is well versed in corporate accounting functions and his background includes financial reporting, budgeting, analysis, and strict compliance with regulatory standards. Prior to joining Ashburn Consulting, Mr. Britt worked as the Controller for IT By Design in Jersey City, NJ. Mr. Britt holds an MBA from Monmouth University and a Bachelor of Science in Accounting from Rowan University.
John Tymann
Mr. Tymann is a seasoned Cybersecurity expert with over 35 years of experience in designing, directing, and implementing complex network, cloud, and cybersecurity solutions with a long track record of driving strategic, high-profile technology projects and leading technical teams. At Ashburn Consulting, Mr. Tymann develops and markets security service offerings relating to Cloud, Identity, Application, Network, and Infrastructure security; has developed professional services partnerships with security vendors; and creates and leads programs for the repeatable delivery of cybersecurity solutions. Mr. Tymann is committed to helping Ashburn clients meet their cybersecurity objectives with the most advanced, reliable, and supportable solutions available. Mr. Tymann holds a bachelor’s degree in Electrical Engineering from Virginia Tech and industry certifications including CISSP, ITIL 4 Foundation, CEH, Palo Alto PCNSE, and CyberArk Certified Sentry.

Paul Kapalka
Mr. Kapalka is responsible for managing a portfolio of contracts consisting of enterprise network architecture, engineering, cybersecurity, and operations programs. He has more than 17 years of technical project and program management experience with demonstrated excellence in strategic planning, project oversight, and technical execution of large, complex initiatives, with over 12 years’ experience managing projects and programs for Federal, State and Local governments. Mr. Kapalka leads and manages conceptual architecture and design projects related to network modernization and cybersecurity enhancements; initiates innovation projects; and provides research, analysis, proof-of-concepts, and pilots of new technologies and capabilities, bringing a strong track record of working in high-pressure environments and managing cross-functional teams that collaborate as a focused unit to achieve mission and business goals. Mr. Kapalka holds a bachelor’s degree in Management Information Systems & Decision Sciences from George Mason University, as well as PMP, CSM, ITILv3, CCNA, CCNA Security, and CCDA certifications.
Ben Eiserike
Mr. Eiserike is the Director of Proposals & Contracts and serves as the EOS® Integrator for Ashburn Consulting. In this capacity, he oversees the administration and execution of organizational programs, strategies, policies, and procedures; leads all proposal and contract compliance efforts for IT consulting projects; and manages all contract administration and support activities. His 20+ years of consulting, quality assurance, and project management experience includes leading process improvement, compliance, and knowledge management efforts. Mr. Eiserike is a certified Project Management Professional (PMP # 1747561), ISO 9001 Internal Auditor, and member of the Phi Beta Kappa Honor Society with a bachelor’s degree in American Studies from University of Maryland, College Park.
Amante Bustamante
Mr. Bustamante has over 25 years of experience in the field of Network & Security engineering. He has taken on numerous complex Infrastructure projects over the course of his career in a lead role. From network analysis to implementing a strategic solution to a problem, he is well versed in the full life cycle of network and security engineering. As Principal Engineer for Ashburn Consulting, he is experienced managing teams and projects in collaboration with Ashburn’s biggest clients for almost 20 years.
James Burris
Mr. Burris has over 30 years of IT consulting and management experience within the network engineering industry. After beginning his career with Booz Allen Hamilton, Mr. Burris worked as a network and security consultant supporting UUNET/Worldcom/MCI’s large fortune 500 customer base during the Internet boom. Mr. Burris also worked for General Dynamics as a team lead providing Network & Security services to Fairfax County Government. For the last 20 years, he has been one of the distinguished network engineers supporting the overall network design, integration, and management of Fairfax County’s carrier-class DWDM/MPLS INET network. As President & CEO of Ashburn Consulting since 2005, Mr. Burris leads the strategic direction and culture of the organization. Mr. Burris holds a bachelor’s degree in Finance, a master’s degree in Telecommunications Management, and certifications in the following: CCSI, CCSA/CCSE, CCNA, and CCNP – Advanced Routing
Kodwo (Kojo) Mills

Kojo Mills is a Senior Investment Leader, Board Advisor, Non-Executive Director and Global Corporate Transaction Expert, advising on the delivery of emerging market investment strategies for global investors, technology-enabled corporations and Financial Services firms. His value proposition includes leveraging experience executing multiple corporate transactions for international investment banks, private equity funds and investment companies to drive Board-level decision making; innovating and implementing investment strategies including new market entry positioning, due diligence, negotiations, and debt/equity capital raisings to optimize ROI; combining significant Non- Executive experience in corporations, non-profit organizations and regulated Financial Services entities to credibly advise on targeted growth objectives; and nurturing private and public sector relationships and networks, up to Board level, to achieve business goals.
Kojo has been a Founding Director and leader of multiple investment companies, generating $1bn+ investment returns over 25-years in Africa. He has raised $500m+ in debt and equity capital for transactions and returned capital (over 20% IRRs) to institutional and private investor groups. Kojo has been an Investment Banker on Wall Street, a Securities Trader/Fund Manager in Ghana, a PE specialist in US & Africa, and a NED of numerous Financial Services entities, including banks and large asset managers. He has been an Active Board Member, either as a Shareholder Representative or Independent Director, on over 20 companies and non-profit entities across his recent career. He possesses a long, successful track record of acting as a fiduciary and an advisor to senior management teams.
Mr. Mills is currently Lead Independent Director and Chairman of the Audit and Risk Committee of Stanbic Investment Management Services, a $1bn Ghanaian Securities & Exchange regulated asset & pension fund manager and the Chairman of the Board of Directors of Ashburn Consulting LLC, a Washington, DC based Network Engineering, Cybersecurity, and Data Center/Cloud solutions provider to federal, state, and local government clients; educational institutions; and commercial organizations. Kojo serves on the Investment Committee of VestedWorld, a US-based venture capital firm investing in Africa. He also Chairs the Board of Directors of ‘Lead for Ghana’ and is the Finance Committee Chair of ‘Get in the Game’, two education focused foundations. He is a member of the Nomination Committee of the Board of Governors a premier country club in Maryland.
For 9 years, Kojo was on the Board of Directors of Stanbic Bank Ghana Ltd, a Ghanaian regulated bank where he served as Chair of Audit Committee and the Credit & Risk Committee, reducing non-performing loans to industry’s lowest over 3-years. Kojo was previously Chair of the Global Engagement Committee of Georgetown University’s Board of Regents (and member of the Nominating Committee), co-leading a successful capital campaign to raise $200k+ for a new institute. Kojo has lived and worked in the US, Ghana and South Africa and has significant and meaningful business and personal networks in all three countries. He holds an MBA from Harvard Business School and a BA in Economics from Georgetown University. Kojo has a certification from Santa Clara University’s Black Corporate Board Readiness program, is a member of the National Association of Corporate Directors, is FINRA SIE certified and holds a Top Secret (TS) securities clearance from the US Government. He is a married to his wife and fellow dual citizen of the US and Ghana and is an empty nester and a proud father of two adult children. Bill Saltenberger serves as President of Ashburn Consulting, bringing over 30 years of experience leading high-performing teams through transformative growth. With a deep foundation in Finance and Sales, Bill has built and evolved organizations by aligning strategic investments with customer outcomes and operational efficiency. His leadership is rooted in a collaborative, customer-centric philosophy, developed through nearly two decades of success in enterprise and government-focused sales environments.
Prior to joining Ashburn, Bill was instrumental in shaping key growth initiatives at Iron Bow Technologies, including the creation of a strategic joint venture that drove significant revenue expansion. He also played a central role in building the company’s SLED division from the ground up and more recently led the evolution of its Healthcare division into a more strategically aligned business unit. Drawing on his strengths in uniting sales teams and technical experts around customer-centric goals, Bill has consistently driven results by focusing on real-world business outcomes rather than product-based selling strategies.
